USPS DIM Divisor Change from 166 to 139: What Shippers Should Know

USPS updated how it calculates DIM weight on July 12, 2026. This update changes how parcel size affects billable weight and shipping charges.

Shippers and 3PLs now need to check whether the parcel data captured at the packing station is accurate and whether their shipping systems are using the updated USPS calculation.

What changed in USPS DIM weight pricing?

USPS made two changes to its DIM weight calculation on July 12, 2026.
The DIM divisor decreased from 166 to 139. USPS also began rounding each parcel dimension up to the next whole inch before calculating volume.
These pricing changes took effect alongside Phase One of USPS Parcel Dimension Compliance, which requires commercial shippers to include accurate length, width, and height in the USPS manifest.
The two updates serve different purposes, but both depend on the measurements captured from the final packed parcel.

Why did USPS change the DIM divisor from 166 to 139?

A DIM divisor converts parcel volume into a weight value used for pricing. When the divisor becomes smaller, the same cubic volume produces a higher dimensional weight.

USPS described the change to 139 as an alignment with industry standards. The new divisor applies to Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select.

This does not mean every parcel will receive a higher charge. The package must meet the dimensional-weight conditions for the service. USPS then compares actual scale weight with calculated DIM weight and uses the higher figure as billable weight.

The change matters most when a carton occupies more space than its physical weight suggests. A compact parcel may still be billed by actual weight, while a large lightweight carton may be billed at a higher dimensional weight.

Why must USPS parcel dimensions now be rounded up?

Before July 12, 2026, USPS rounded each parcel dimension to the nearest whole inch. So, a measurement like 20.2 inches became 20 inches.

Under the new rule, any dimension with a decimal is rounded up to the next whole inch before package volume is calculated.

For example, consider a parcel measuring 20.2 × 15.1 × 10.4 inches.

The parcel itself has not changed, but the volume used in the DIM weight calculation increases from 3,000 to 3,696 cubic inches.

USPS now rounds length, width, and height up separately before multiplying them. It does not calculate the parcel volume first and then round the final result.

Should shippers capture actual or rounded dimensions?

Shippers should capture the actual dimensions of the final packed parcel. The USPS upward-rounding rule should then be applied when DIM weight is calculated.

How does the new 139 DIM divisor affect shipping costs?

The new 139 divisor affects shipping costs by giving the same parcel a higher DIM weight. USPS compares dimensional weight with actual weight and uses whichever is higher as the billable weight.
USPS applies DIM weight pricing to qualifying parcels over 1 cubic foot, or 1,728 cubic inches.

Consider a parcel measuring 18 × 14 × 10 inches with an actual weight of 10 pounds.

18 × 14 × 10 = 2,520 cubic inches

That puts the parcel above the 1,728-cubic-inch size threshold for USPS DIM weight pricing.
This example uses whole-number dimensions so it shows only the effect of changing the divisor.

With divisor 166, the parcel has a 16-pound DIM weight. With divisor 139, the same parcel has a 19-pound DIM weight.
Both DIM weights exceed the parcel’s 10-pound scale weight. Under the new divisor, its billable weight increases from 16 to 19 pounds.
The exact postage difference depends on the USPS service, destination zone, published or negotiated rate, and other applicable charges.

Which packages are most affected by the USPS DIM weight change?

The packages most affected by the new USPS DIM weight change are parcels over 1 cubic foot that are lightweight for their size.

This includes products packed in oversized cartons, orders with too much empty space, and shipments that use large amounts of cushioning. Bulging cartons can also measure larger than the dimensions saved in a shipping system.

Irregular parcels need similar attention because USPS measures their widest points. Parcels close to 1,728 cubic inches should also be reviewed, since upward rounding can push their calculated volume above the DIM weight threshold.

Review the USPS settings in the shipping platform, rate engine, manifest software, and any custom calculation tools. Older setups can still use the previous divisor of 166.

Compare carton presets with real packages

Saved carton dimensions do not always match the packed parcel. Cartons can bulge. Inserts change. Extra cushioning also adds to the outside measurements.
